Moldova remains the region with the largest economic disparities in Romania, and the lack of modern infrastructure, substantial foreign investments, and effective public policies contribute to maintaining this state of affairs

One of the causes is the inefficiency of the parliamentarians representing the region’s counties. The lack of legislative initiative, the failure to engage in essential development projects, and the absence of vision are defining characteristics of many of Moldova’s elected officials. A telling example is Ioan Stan, senator of Suceava and PSD county leader, who is about to mark 28 years in the Romanian Parliament without any notable results for the county.

Whenever Suceava was discussed, everyone referred to Gheorghe Flutur. But almost nothing is known about Ioan Stan. That is because he has chosen to remain in the shadows and develop networks of influence that, year after year, have negatively impacted the county’s economy. His political presence has not been marked by major projects but rather by discreet activity focused on maintaining political and administrative control.

Ioan Stan is an example of the Romanian politician shaped by the organizational style before 1989 and the chaotic transition of Romania’s early capitalist years. His political experience was built in an environment where access to resources and public positions became a mechanism for maintaining power. His critics argue that instead of being a driving force for Suceava’s development, he preferred to focus on managing influence relationships.

A frequently mentioned example in this context is the collaboration between Ioan Stan and Paul Stănescu, who are said to have contributed to establishing strict control over Suceava’s forestry sector. Paul Stănescu, known for his role as coordinator of regional economic resources for PSD, has been associated with various economic influence structures in counties such as Iași, Bacău, Neamț, Vaslui, and Botoșani. In this context, in Suceava County, there is a perception that local economic structures have been managed by a network with significant control over resources.

Connections with the former Securitate and the destruction of his file before 1989

Ioan Stan, a six-term parliamentarian and president of PSD Suceava, appears in a 2017 report from the National Council for the Study of Security Archives (CNSAS), which states that he had a Securitate file that was destroyed three years before the Revolution.

According to the official document, “Stan Ioan appears in the Documentary Fund file D. 8823 (CNSAS Reference), a file that contains destruction records. He is mentioned in a report dated 5.06.1986, at position 170, with a personal file and annex folder, destroyed through shredding. The Specialized Directorate did not identify any information transmitted to the Securitate by Mr. Stan Ioan.”

Despite this official mention, Ioan Stan ran for a seventh term as senator, reinforcing a political style based on longevity but without significant initiatives for the county’s development.

A politician focused on control, not development

Ioan Stan is not just an exponent of local baronism but also a politician of continuity without progress. Although he has held an influential position for many years, Suceava has stagnated under his tenure, with no large-scale projects or concrete development plans.

Senator Stan has been perceived more as a guarantor of internal political stability rather than a supporter of attracting investments or modernizing infrastructure. Despite his long political career, Suceava has not benefited from significant projects bearing his signature.

28 years of parliamentary activity without notable results

When a politician reaches nearly three decades in Parliament, there should be a clear list of notable achievements.

• How much has he influenced the attraction of European funds for the county?
• Why is Suceava still one of Moldova’s least developed counties?

The lack of clear answers to these questions raises doubts about the effectiveness of his mandate.

Moldova cannot progress without results-oriented leaders

The situation in Suceava and the entire Moldova region is not the result of economic fatality but of an administration lacking initiative and strategic vision.

Ioan Stan is often seen as a symbol of the conservative politician who maintains the status quo but does not generate concrete changes. As long as such individuals lead Moldova’s counties, development will remain just an electoral slogan with no real implementation.

As President of CAPDR (Center for Regional Development Analysis and Planning), I believe it is time for Moldova to be represented by leaders who attract investments, implement strategic projects, and modernize the counties they represent.
