📍Panel 2 – Accessing European Funds: opportunities and challenges starts from an honest observation: the 2021–2027 Regional Program of the North-East Region was received with reluctance precisely because it does not sufficiently address the real needs of the private sector, local administration, and the non-governmental sector.

This gap between strategy and reality is not the result of a lack of funding, but of a lack of connection – of real and ongoing dialogue with those on the ground. The Moldova Region currently has no access to details about the negotiations between the North-East RDA and the European Commission. These negotiations are not transparent, and this fuels distrust.

That is why, during FERM 2025, we will launch a strategic initiative:

The Multiannual Programming Document of the Moldova Region (MPDMR) – a synthesis of the opinions, ideas, and needs expressed by participants from all sectors – administration, business environment, universities, consultants, and NGOs.

MPDMR will become a solid foundation for arguing and guiding European funds, as well as a tool for transparent and collaborative negotiation with European institutions.

🔍 During this panel we will analyze:

  • What can still be salvaged from the current program through a committed negotiation with the European Commission? What are the adjustable components, and where can corrections be made in the intervention logic and the balance between grants and loans?
  • How do we build the future 2028–2035 Program based on a realistic understanding of the field, not on templates? Can we transform the Moldova Region from a passive beneficiary into a regional actor that actively contributes to shaping priorities and the institutional programming architecture?
  • How do we reduce the gap between bureaucratic strategies and real needs?
  • How do we involve local actors in a participatory decision-making process?
  • How do we build an absorption model based on trust, efficiency, and measurable results?
