Sustainable Interconnection Program Romania – Moldova 2028–2034: €1 billion – From Public Consultation to Operational Construction

The stakes are the real capacity to attract, coordinate, and implement large-scale investments between Romania and the Republic of Moldova by 2034.

We are building a functional mechanism, based on the ability of the governments in Bucharest and Chișinău to act in a coordinated, predictable manner, and focused on results.

This is the direction that turns interconnection into concrete development for our regions.

A strategic framework in the process of consolidation for regional stability and development

The Regional Development Analysis and Planning Center (CAPDR) presents the proposal for the Sustainable Interconnection Program Romania – Moldova 2028–2034 (P.I.S.R.M.), an integrated strategic framework valued at €1 billion, currently in the stage of institutional consolidation.

This proposal is the result of an extensive process of analysis, consultation, and planning, designed to support economic, administrative, and infrastructural cooperation between Romania and the Republic of Moldova, aligned with the European Union objectives for the Eastern region.

A rigorously constructed approach based on institutional neutrality

CAPDR reaffirms its position as a technical actor in regional development, grounding this proposal on principles of institutional neutrality, predictability, and operational consistency.

The proposal is part of an open process, where final validation depends on alignment with European funding mechanisms and the capacity of institutional partners to sustain this construction over the long term.

  • Economic Development – supporting the business environment and attracting investments

The €1 billion threshold – a technical benchmark for construction

In the context of preparing the European financial framework 2028–2034, the CAPDR proposal uses the €1 billion threshold as a technical reference for configuring a functional mechanism Romania – Moldova.

This level is related to the necessity of:

  • Ensuring absorption capacity
  • Developing a coherent infrastructure
  • Maintaining stability amidst regional dynamics

An ongoing consolidation process

The program proposal is based on multi-sectoral consultations conducted during 2024–2025, administrative-economic mapping processes, and strategic planning for the period 2025–2034.
