Thursday, September 11, 2025 – At the Palace of the Republic in Chișinău, the launch conference of the project “Transfer of Good Practices and Strengthening Administrative Capacity in Regional Development Policy between Romania and the Republic of Moldova“, funded through the Interreg NEXT Romania – Republic of Moldova Program, took place.
The event, organized in partnership between the Center for Analysis and Planning of Regional Development (CAPDR) and the Regional Development Agency of Chișinău Municipality (ADR Chișinău), brought together representatives of public administration, regional development experts, and decision-makers from both countries.
The conference was opened by Adrian Gâlcă, Project Manager of ADR Chișinău and moderator of the event, who presented the main directions of work and the objectives of cross-border cooperation.

Adrian Gâlcă’s Intervention
Adrian Gâlcă presented the main results planned for the next 12 months.
“My name is Adrian Gâlcă, I am the project coordinator from the Chișinău Municipality Regional Development Agency, partner number two. I will make an introduction about the immediate results of the project in the next 12 months. We have the elaboration of two management manuals for each partner within this project.”
In addition, the project includes the elaboration of a joint action plan, based on the development of the personal competencies of both partners:
“We also have four thematic meetings, two in Chișinău and two in Romania. In Chișinău, the topics will be tourism and education, while in Romania the focus will be on public administration and the business environment.”
The project also foresees two experience exchanges, one in Chișinău and one in Iași, as well as the development of a dedicated digital platform, previously mentioned by project partner Bogdan Tănasă.
“And lastly, the development of the platform, which my colleague Bogdan mentioned earlier.”
Project Objectives
The project aims to strengthen cross-border collaboration through:

Strengthening the institutional capacity of actors involved in regional policies;

Consolidating partnerships between responsible structures in Romania and the Republic of Moldova;
- Creating a common framework for learning and adapting territorial governance mechanisms.
The Importance of Cross-Border Cooperation
The meeting at the Palace of the Republic provided a framework for strengthening cross-border cooperation and for identifying effective mechanisms of good practice transfer between the authorities of Romania and the Republic of Moldova.
Participants discussed the need to modernize regional policies, with a focus on innovation, collaboration, and the development of institutional competences, so that the project contributes to the creation of a common framework for cooperation and mutual learning.
Conclusion
The “Transfer of Good Practices” project represents an important step in strengthening cross-border collaboration between Romania and the Republic of Moldova, by creating an effective framework for the exchange of experience and know-how in the field of regional development. The immediate results, such as the management manuals, the joint action plan, the thematic meetings, and the exchange visits, will contribute to the development of institutional capacities and the modernization of regional policies, thereby strengthening sustainable partnerships and good practices that can be adapted and implemented at local and regional levels.
