One of the main issues identified is the economic and legislative uncertainty significantly affecting the investment environment. This instability—caused by frequent changes in legislation, fiscal policies, and the low predictability of healthcare strategies—has led to an almost complete halt in short-term investments in private medical infrastructure and services.

This situation negatively impacts the development capacity of private healthcare networks, thus limiting patient access to modern and efficient services that complement the public system.
Another critical aspect highlighted was the lack of functional and coherent integration of the private sector in public health policies, especially in its relationship with the national health insurance houses (CASS). In practice, many private entities do not benefit from serious and sustainable contracts with CASS, which restricts insured patients’ access to these services and limits their available options.
