Founder of Dorna Medical, Roman BOCA, at FERM 2025: “Public–private partnership in healthcare – an urgent necessity for Romania”

MOLDOVA REGIONAL ECONOMIC FORUM 2025

19th Edition – Vatra Dornei, July 9–13, 2025

Thematic Panel:

Healthcare and Medical Services in the Moldova Region

Speaker:
Roman Boca: Founder of Dorna Medical Centers and Laboratories

Presentation topic:
“Integrating Private and Public Healthcare Services”

Roman Boca, founder of Dorna Medical, one of the leading private healthcare providers in northern Romania, emphasized the importance of public-private partnerships as a strategic solution for increasing the efficiency of Romania’s healthcare system.

Context and Challenges in the Romanian Healthcare System

Roman Boca, founder and leader of Dorna Medical, provided an in-depth analysis of the major challenges facing Romania’s healthcare system, highlighting the specific difficulties encountered by the private sector.

One of the main issues identified is the economic and legislative uncertainty significantly affecting the investment environment. This instability—caused by frequent changes in legislation, fiscal policies, and the low predictability of healthcare strategies—has led to an almost complete halt in short-term investments in private medical infrastructure and services.

“Due to this economic and legislative uncertainty, we have halted all investments this year.”

This situation negatively impacts the development capacity of private healthcare networks, thus limiting patient access to modern and efficient services that complement the public system.

Another critical aspect highlighted was the lack of functional and coherent integration of the private sector in public health policies, especially in its relationship with the national health insurance houses (CASS). In practice, many private entities do not benefit from serious and sustainable contracts with CASS, which restricts insured patients’ access to these services and limits their available options.

“We do not have serious contracts with the health insurance houses.”

This leads to a fragmented system, where the private sector operates in a legislative or financial void, without the guarantee of a clear and stable contractual framework, which in turn affects the quality and continuity of services offered to patients.

Roman Boca emphasized the urgent need to establish a predictable legislative framework and a solid partnership between the public and private sectors, allowing for the sustainable development of the entire medical system in Romania, directly benefiting patients.

Inefficiencies in Public Fund Allocation and the Importance of the Private Sector in Healthcare

Roman Boca, founder of Dorna Medical, addressed major issues related to financial management in the public healthcare system, highlighting the following key points:

  • Inequitable allocation of financial resources and the lack of clear performance criteria in public hospitals, which affect the quality and efficiency of medical services.
  • Significant waste of public funds, in contrast with the private sector, where there is a rigorous discipline in justifying every investment and employee.

“In the private sector, every employee and investment must be justified.”

  • Practices such as subcontracting costly medical services by public hospitals to third-party providers reflect a lack of strategic planning and inefficient use of the public budget.

These observations underscore the need for profound reform that would more coherently integrate the private sector into public health policies to increase transparency and efficiency in resource allocation.

Proposals for Reforming the Romanian Healthcare System

Roman Boca, founder of Dorna Medical, presented a series of concrete and pragmatic solutions aimed at modernizing and increasing the efficiency of the Romanian healthcare system:

  • Implementation of a phased health insurance package, including distinct levels—from a basic to a comprehensive package—to ensure equitable and sustainable access to medical services.

“We need to think about a basic, intermediate, and full package.”

  • Strengthening public-private partnerships by effectively recognizing and integrating the private sector into national healthcare strategies and policies, leveraging the resources and expertise of both sectors.
  • Eliminating the monopoly on medical laboratory accreditation as a key measure to stimulate competitiveness and raise quality standards in the diagnostics and medical investigations field.

These proposals reflect the need for a strategic and balanced approach to transform the healthcare system into a sustainable, high-performing sector focused on real patient needs.

Conclusions – A Call to Responsible Authorities and Decision Makers:

Roman Boca delivered a strong message to responsible authorities and decision-makers, emphasizing the urgent need to eliminate the waste of public financial resources and implement concrete and sustainable reforms in the healthcare system. Health must become a true priority in public policy, beyond being just an electoral talking point.

The Moldova Regional Economic Forum (FERM) 2025 has established itself as a key platform for dialogue and collaboration among all stakeholders in the medical field, contributing to the identification and promotion of viable solutions for the modernization and efficiency of Romania’s healthcare system. Only through an integrated, transparent, and responsible approach can equitable access to quality medical services and sustainable development of the entire sector be ensured.
