TOPIC: „A new reform of the Romanian medical system”

A. Human resource management

- Equitable distribution of human resources between counties and medical institutions.
- Performance-based pay according to activity and institution.
B. Public and private medical system:
Complementarity between the two systems
- Thorough analysis of the population’s medical needs.
- Annual contracting of all medical needs, both public and private, to fully cover the county’s requirements.
- Paid medical services remain for those who opt for this modality.
C. Public medical education:
- Introduction of medical education as a mandatory subject in schools.
- Promotion of preventive and recovery medical services.
D. County medical organization and coordination:
Creating county medical systems involves:
- Appointment of a county medical system coordinator.
- Development of a detailed map of medical needs.
- Implementation of a strategic investment plan.
- Establishment of collaboration protocols between various medical institutions.
- Ensuring regional medical continuity through joint shifts between neighboring hospitals.
