Speaker:
Răzvan Niculescu-Aron: Vice President of FPSC (Foundation for the Promotion of Sustainability in Communities)

Presentation topic:
“The Role of Entrepreneurship in Investment Infrastructure”

Răzvan Niculescu-Aron, Vice President of the Foundation for the Promotion of Sustainability in Communities (FPSC), delivered a remarkable presentation, highlighting the essential role of entrepreneurs in building investment infrastructure.

With solid experience in public policy and regional development, Niculescu-Aron offered a clear, realistic, and action-oriented vision, emphasizing the need for entrepreneurship to be treated as a strategic partner in planning and implementing investments in the region.

FPSC – a powerful federation with European influence

The Vice President of the Federation of Employers’ Associations of Construction Companies, Răzvan Niculescu-Aron, began by presenting the strength of the organization he represents

“We are an extremely strong federative employers’ organization with a long history, which in the last 10 years has significantly consolidated its position.”

This reflects not only internal maturity, but also increased credibility with both national and international partners. FPSC’s involvement in major European organizations, such as Build Europe, indicates recognition at the highest level of the federation’s role in the construction sector.

“We are members of Build Europe, a body with lobbying power at the level of the Council of Ministers of the European Union.”

This positioning gives FPSC a relevant voice in shaping European policies affecting infrastructure and investments.

Civil society, an increasingly strong voice in economic dialogue

The Vice President pointed out a key phenomenon in the evolution of the business environment and regional development: the maturing of civil society.

“It is a sign of courage and responsible commitment that civil society is beginning to have an increasingly strong voice, important both for the business environment and for decision-makers.”

Entrepreneurs and their organizations are no longer mere observers but active and respected partners in the public decision-making process. Therefore, his call for chambers of commerce to join this movement is a strategic one

“I invite all chambers of commerce to become partners alongside civil society, because together you will always be much stronger.”

Thus, the unity of the business environment is seen as essential to increasing its impact and influence with political decision-makers.

Entrepreneurs – Pillars of Sustainable Development

A central point of the speech was the role of entrepreneurs in supporting infrastructure development, especially in the post-pandemic context. Niculescu-Aron highlighted that the construction sector has been a driving force of the economy, supported by legislative changes that facilitated its activity

“Entrepreneurs are a strong engine—we proved this especially after the pandemic, when our voice was heard, and we succeeded in changing the legal framework and obtaining important incentives for the construction sector.”

This reality shows that constructive dialogue between the business environment and authorities can generate effective solutions, beneficial to both sides. However, the Vice President warned about the risks caused by legislative instability

“The only thing we need is a predictable framework, both legislative and fiscal.”

Without such a framework, investment planning and attraction become difficult, which can negatively impact regional development.

Investment continuity – a challenge for the future

Referring to the current context and the period leading to the end of 2025, the entrepreneur expressed major concern about ensuring the continuity of infrastructure investments

“The main thing we are concerned about is that investments, launched at all levels, must continue.”

This increased attention to investment is justified by the importance of infrastructure for every economic sector. The Vice President emphasized this vital point

“No economic sector can develop sustainably in the long term without road, agricultural, or irrigation infrastructure.”

He reaffirmed that infrastructure is the foundation upon which sustainable economic growth is built, and neglecting this aspect can have long-term consequences, stressing the need for continued investment

  • Investments in major infrastructure (highways, railways, etc.)

  • Investments in small infrastructure (local roads, urban facilities)

Strengthening employers’ movements – a step toward effective representation

To meet challenges and successfully represent the interests of entrepreneurs, the Vice President of FPSC made a strong call for unity and involvement

“Study and join the employers’ movements in the country, which are becoming stronger and stronger. Together we will have more effective representation before decision-makers.”

This is a clear call for solidarity in the business environment to increase negotiation power and influence over political and legislative actors. He also urged local authorities to capitalize on their specific strengths to attract investors

“Capital goes where it finds potential for multiplication and repeatability, but also serious partners who know what they want to achieve.”

Thus, a region’s success also depends on its ability to highlight and capitalize on its strengths.
