On July 17, 2025, the European Economic and Social Committee (EESC) adopted, during its 598th plenary session, a strategic opinion with particularly significant implications for the future enlargement of the European Union and for strengthening cooperation with partner countries.

The document firmly emphasizes the need to institutionalize civil and social dialogue in candidate countries, thereby promoting inclusive, participatory governance oriented towards democratic sustainability.

On the contrary, it reflects the directions assumed at the European level regarding the conditioning of progress in the accession process on the respect of democratic standards and the active involvement of civil society and social partners in reform processes. The Center for Analysis and Planning of Regional Development (CAPDR) welcomes the opinion adopted by the European Economic and Social Committee (EESC) during the plenary session of July 17, 2025, regarding the importance of institutionalizing civil and social dialogue in EU candidate and partner countries.

For the Moldova Region, this principle is particularly relevant. The tripartite dialogue between administration, business, and civil society must become a permanent practice, not just a formality. European experience shows that development projects succeed when decisions are made transparently, through the consultation of all stakeholders.

CAPDR will integrate these principles into the Multiannual Programmatic Document of the Moldova Region (2025–2030) and the MoldovaHUB platform, which will serve as tools for coordination, consultation, and strategic planning.
