Cooperation between Romania and the Republic of Moldova in the field of regional development is evolving into a stage of institutional and strategic consolidation

The relationship between the two states is developing through joint projects, cooperation mechanisms and partnerships that support the development of communities on both banks of the Prut River.

Within this dynamic, the Moldova Region of Romania and the Republic of Moldova form one of the most active spaces of regional cooperation, built through institutional dialogue, economic initiatives and development projects.

Naturally, this region has also become the natural space for consolidating Romania – Republic of Moldova cooperation, where institutional initiatives, economic projects and dialogue platforms contribute to the development of a stable relationship between the communities and institutions of the two states.

In recent years, CAPDR – The Center for Analysis and Planning of Regional Development has contributed to strengthening this relationship by facilitating institutional dialogue, developing regional cooperation platforms and initiating joint projects between institutions in Romania and the Republic of Moldova.

Through its activities, CAPDR has supported the development of a cooperation network among public administrations, regional development institutions, the business sector, the academic environment and civil society organizations, which sustains the implementation of concrete collaborative initiatives.

The experience accumulated in the relationship between the Moldova Region of Romania and the Republic of Moldova lays the foundation for a new stage of cooperation, characterized by a coordinated approach and the strengthening of institutional cooperation mechanisms.

In recent years, CAPDR has built a regional cooperation infrastructure that supports the development of relations between the Moldova Region of Romania and the Republic of Moldova. This infrastructure is based on a series of initiatives and programs developed by CAPDR, which today function as pillars of regional cooperation:

  • The Regional Economic Forum Moldova
  • The tourism program Via Moldavia
  • The EduCAPDR training programs
  • The CAPDR Cross-Border Cooperation Center Ștefănești – Soroca
  • The MoldovaHUB platform
  • The digital platform ro-md.capdr.ro

Together, these initiatives contribute to the development of an ecosystem of institutional dialogue, economic cooperation and joint projects between institutions and communities in Romania and the Republic of Moldova.

European funds represent one of the most important resources for infrastructure modernization, strengthening administrative capacity and stimulating economic development. In this context, Romania – Republic of Moldova bilateral mechanisms become essential instruments for capitalizing on these opportunities.

The Romania – Republic of Moldova bilateral cooperation mechanism is taking shape as a framework for institutional dialogue, development of joint projects, transfer of best practices and coordination between the institutions responsible for regional development in the two states.

Romania’s experience in managing European funds provides valuable institutional capital for strengthening regional development mechanisms in the Republic of Moldova. The transfer of best practices, exchange of experience and institutional cooperation create the necessary framework for the development of solid projects and the efficient use of European resources.

A central role in this dynamic is played by the Regional Development Agencies, institutions that contribute to the planning and implementation of regional development policies.

In this regard, the cooperation between CAPDR and ADR Chișinău, as well as the dialogue with regional development institutions in Romania, create a concrete framework for the development of joint projects and for strengthening administrative capacity.

The presence of specialists from ADR Bucharest–Ilfov within the working meetings organized in Chișinău contributes to strengthening the transfer of experience and to developing a unified approach in the use of European funds.

This stage benefits from the support of the Ministry of Development of Romania and from the involvement of ADR Bucharest–Ilfov, institutions that support the strengthening of institutional cooperation and the development of expertise transfer mechanisms between the two states.

In this context, the project implemented by CAPDR in partnership with ADR Chișinău, within the Interreg NEXT Romania – Republic of Moldova Programme, represents an important stage in strengthening cooperation between institutions in the two states.

The project contributes to:

  • the exchange of best practices in the field of regional development policies
  • strengthening administrative capacity
  • developing cooperation mechanisms between institutions in Romania and the Republic of Moldova
  • involving the business environment and other relevant stakeholders in the regional development process

The regional development process is based on the central role of public administration, which initiates and coordinates development projects.

This dynamic involves:

  • companies and the business sector
  • medical institutions and the healthcare system
  • universities and the academic environment
  • non-governmental organizations
  • consultants and experts in European projects

Cooperation among these categories of actors transforms European funds into a driver of modernization, regional development and community consolidation.

The stage beginning on 12 March 2026 marks CAPDR’s involvement in a broader framework of institutional cooperation, through its contribution to the architecture of the national bilateral cooperation mechanism Romania – Republic of Moldova.

The experience accumulated in the cooperation between the Moldova Region and the Republic of Moldova provides the basis for the development of a stable mechanism for dialogue, coordination and collaboration between the institutions of the two states.

The stage beginning during this period creates the premises for developing a joint project portfolio, a permanent institutional dialogue and structured cooperation between administrations and institutions in Romania and the Republic of Moldova.

Through its accumulated expertise and the programs it develops, CAPDR contributes to strengthening a sustainable architecture of cooperation between Romania and the Republic of Moldova, oriented toward regional development, institutional modernization and the prosperity of communities on both banks of the Prut River.
