Roman Boca (Dorna Medical) and Răzvan Vulcănescu (PALMED), at the Opening of FERM 2025: “The State Cannot Function Without Entrepreneurs”

Mesaje publice
Vatra Dornei, July 9, 2025 | The Moldova Regional Economic Forum opened with a strong message from the private healthcare sector, delivered by Roman Boca, founder of Dorna Medical, and Răzvan Vulcănescu, representative of PALMED.
In a context of economic and social effervescence, as the Moldova Region strives to redefine its development path, the speeches of the two highlighted the urgent need for predictability, genuine partnership, and mutual respect between the state and entrepreneurs.
Roman Boca: “Politicians have squandered public money. Now they ask us to pay the bill.”
Roman Boca, founder of the Dorna Medical centers and laboratories, spoke in a sincere and direct tone, characteristic of an entrepreneur deeply involved in the region’s economic reality. He drew attention to the major imbalances between the public and private sectors:
“Politicians have squandered public money, and now all the mistakes made over the years are being dumped on us, the entrepreneurs, to solve. They never asked for our input when making decisions, launching outrageous electoral campaigns, or spending money on institutions that hinder economic development.”
The founder of Dorna Medical denounced, with clear examples, the lack of balance between working conditions in the public and private sectors. Differences in responsibility, efficiency, employee benefits, and the lack of real dialogue with public authorities create a profoundly unfair economic climate.
“In the public sector, no one is asked about results. In the private sector, everything is performance-based. How can we compete with public institutions where employees get 17 extra days off, while their salaries are still paid by us?”
At the end of his speech, Roman Boca invited everyone to a constructive dialogue within the Health Panel, organized in partnership with local authorities at the Vatra Dornei City Hall, emphasizing the importance of respect for entrepreneurs:
“The politician should at least have the decency to answer the phone. Without entrepreneurs, without our taxes and contributions, no public institution would function.”
Răzvan Vulcănescu (PALMED): “There is too much politics in healthcare and too little healthcare in politics.”
Invited by Roman Boca to continue the message from the private healthcare sector, Răzvan Vulcănescu, Strategic Partner for Public Relations at PALMED (Employers’ Association of Private Medical Service Providers), offered a dual perspective – from within public administration and the current entrepreneurial reality:
“The fact that I’ve transitioned to the private sector doesn’t mean I don’t share the concerns expressed here. Unfortunately, it’s true: there is far too much politics in healthcare and too little healthcare in politics.”
He emphasized that healthcare must become a strategic pillar in all public policies, as it is essential for any form of sustainable economy:
“We cannot talk about a sustainable economy without collective and individual health as a trigger. Healthcare must be included in all policies.”
In a call to action, Răzvan Vulcănescu encouraged participants to see FERM 2025 not only as a moment for reflection but also one for concrete construction. He emphasized the importance of the public-private mix in healthcare as a model of complementarity, not competition:
“The public system has the infrastructure, tradition, and coverage. The private one brings innovation, flexibility, and efficiency. Together, we can build a sustainable model.”
“This is not about replacement, but partnership. In many European countries, this collaboration is natural. Why couldn’t it be the same in Romania?”
In closing, he posed a provocative question meant to guide the Health Panel:
“Can we, as a society, build a healthcare system where it matters less who provides the service – public or private – and more for whom and how effectively it is delivered?”
