“The Need for a Pragmatic Approach and a Genuine Partnership with China, from the Perspective of Romanian Entrepreneurs”
Within the framework of Panel 3 – Foreign Trade. Positioning Moldova in the Romania–China Economic Partnership, held at the Regional Economic Forum Moldova (FERM), the intervention of Răzvan Niculescu-Aron, Vice President of the Federation of Employers of Construction Companies, offered an authentic, pragmatic, and unfiltered perspective on how Romania should approach its economic relationship with China.
“I’m going to be a bit direct and try to change the way we look at things, just like yesterday” – this was how he began, setting a straightforward tone for his message.
A Changing World Demands a Prepared Romania
Niculescu-Aron emphasized that we are living through a time of rapid transformations, both technological and diplomatic.
“It’s a dynamic time, with deep, rapid changes. Not just in technology, but also in economic and diplomatic relations.”
In this context, China should be seen not just as an economic power, but as a civilization with a stable culture, a clear strategy, and a respectful approach.
“China is a great culture. Everywhere they go as partners, they act with understanding and respect for local cultures and civilizations. Only a system that knows what it wants can do that.”
Capital Has No Ideology. It Goes Where It Can Multiply
The FPSC Vice President spoke from the perspective of large construction companies, which are constantly looking for partners, technologies, resources, and real opportunities.
“Capital flows where it can multiply, where it can leave something behind. It’s like water.” – said Niculescu-Aron, capturing a simple but often ignored economic truth.
From this perspective, he advocated for full openness to pragmatic partnerships with China, regardless of political or bureaucratic fluctuations.
“We’re not too concerned with whether someone agrees or disagrees, gives permits or not. That’s temporary.”
Long-Term Collaboration, Not Short-Term Reaction
Niculescu-Aron called for a long-term vision, not reactive decisions.
“In the history of China–Romania cooperation, these small bureaucratic glitches are insignificant. They’re just small pieces.”
He expressed support for those who build real bridges between the two economies – especially Nicolae Vasilescu, President of the Romania–China Chamber of Commerce and Industry, to whom he addressed his remarks directly.
“What you’re doing and what you’re doing here at the Forum is important. It must be supported.”

Romania Needs Strategic Partners, Not Isolation
The key message from Niculescu-Aron was clear: Romanian entrepreneurs need solid partnerships at all levels, and China can be such a partner – if Romania knows how to build a coherent, stable, and predictable framework.
“We need partners to develop projects with – from technologies to materials to direct investment. China has always been an example of technology absorption, which it later exported further.”

Through this intervention, Răzvan Niculescu-Aron offered an authentic voice from the field, a clear signal to decision-makers: real partnerships aren’t built through ceremonial speeches, but through vision, mutual respect, and concrete goals.
