On January 30, 2026, at the Town Hall of Ștefănești, Botoșani County, the Romania – Republic of Moldova – Ukraine Working Meeting took place, an event dedicated to strengthening cross-border cooperation and highlighting the role of public administration in the development and implementation of regional development strategies. In this context, the CAPDR Cross-Border Cooperation Center – Ștefănești was officially launched.
The meeting was organized by the Center for Analysis and Planning of Regional Development (CAPDR), in partnership with ADR Chișinău, and was hosted by the Town Hall of Ștefănești.
The event brought together approximately 60 representatives of local public administrations and institutions from the suburbs of Chișinău Municipality, the Northern Region of the Republic of Moldova, the counties of Botoșani, Suceava, and Iași, as well as from the eligible area for cross-border cooperation in Ukraine.
Thematic framework and objectives of the meeting
The meeting agenda focused on the theme “The Role of Public Administration in the Development and Implementation of Development Strategies”, within the context of the Interreg NEXT Romania – Republic of Moldova 2021–2027 Project, implemented by CAPDR and ADR Chișinău.
The project component aimed to create an institutional framework for dialogue and practical cooperation between public authorities, associative organizations, and experts from Romania and the Republic of Moldova, with an emphasis on regional development and cross-border cooperation.
Within the meeting, the concept “From Dialogue to Action” was also presented, through the introduction of the CAPDR Cross-Border Cooperation Center – Ștefănești. Topics addressed included the establishment of the center, its membership structure, ongoing activities, projects developed by its members, as well as its national and international representation role as a cooperation structure.
Following the working session, the agenda continued with a visit to the future headquarters of the CAPDR Cross-Border Cooperation Center – Ștefănești, as well as an institutional networking session hosted at the base of the “Alexandru Ioan Cuza” University in Ștefănești. This stage was dedicated to strengthening the RO–MD–UA network, identifying joint projects, exchanging contacts, and outlining cooperation perspectives within thematic working groups.
Gabriela Dugan, Senior Advisor – External Funding Projects Service, Suceava County Council: “The idea of establishing the Cross-Border Cooperation Center in Ștefănești will certainly bring added value to the activity of attracting funds for calls in the Republic of Moldova”
Gabriela Dugan emphasized the importance of establishing the Cross-Border Cooperation Center in Ștefănești:
“The idea of establishing the Cross-Border Cooperation Center in Ștefănești will certainly bring added value to the activity of attracting funds for calls in the Republic of Moldova.”
Referring to the partnerships concluded by Suceava County, Dugan detailed:
“So far, we have concluded 17 partnership agreements with several countries. Regarding our relationship with Moldova, we currently have six partnerships. The first was concluded with Vicova, followed by Chișinău Municipality and four districts: Soroca, Ștefan Vodă, Sîngerei, and Rîșcani.”
The advisor explained the legal context and territorial limitations:
“Suceava is not an eligible territory within the Romania–Republic of Moldova Cross-Border Program. We are eligible on the border with Ukraine, where we have numerous projects and considerable experience. For partners from the Republic of Moldova, we have tried to support them from various sources, including our own funds, in accordance with legislation and the Administrative Code, which allows Romanian local administrative units to finance projects of local authorities in the Republic of Moldova within the limits of available resources.”
Dugan provided concrete examples of funded projects:
“We supported a cultural project in Cricova, and in Soroca we financed the modernization of the pediatric ward of the District Hospital. We considered it important to take advantage of the opportunities offered by the Department for Relations with the Republic of Moldova within the General Secretariat of the Government, and so far we have implemented four projects.
These are projects with small budgets, but for cooperation with partners from the Republic of Moldova they had real value. The most recent project, as I have Mr. Hîncu here with me, focused on the participation of 30 people from the Republic of Moldova in professional training to acquire the qualification of project manager.”
Perspectives and objectives
The establishment of the CAPDR – Ștefănești Center supports the strengthening of institutional dialogue, the facilitation of joint projects, and the exchange of best practices between Romania, the Republic of Moldova, and Ukraine. The Center will serve as a platform for coordinating cross-border initiatives, supporting existing partnerships, and creating new projects with an impact on regional development.
