Mesaje publice

In a world where geopolitical maps are rewritten not only by borders but also by digital, economic and cultural networks, the Center for Analysis and Planning of Regional Development (CAPDR) proposes, for the next decade, a project of profound stakes: the transformation of the Moldova Region into a European space of cooperation, stability and innovation.

From analysis to action – a decade of institutional maturity

Founded during Romania’s pre-accession period to the European Union, CAPDR has been, for two decades, a quiet school of strategic thinking. From territorial planning and administrative training to cross-border cooperation and digital innovation, the center has built an intellectual infrastructure without which the development of the Moldova Region could no longer be coherently conceived.

Today, at the end of an extensive institutional analysis process (2021–2025), CAPDR enters a new stage: strategic execution 2025–2035, a period that will define Romania’s East-European profile and that of its partners in the Republic of Moldova and Ukraine.

A vision with a European horizon

By 2035, CAPDR aims to become the regional platform for planning and coordinating the development of Moldova – a space that unites three countries, but also three types of resources: administrative, economic and cultural.

This vision is built on a simple and profound principle: “The development of the Moldova Region must become a common European project of Romania, the Republic of Moldova and Ukraine.”

Through the digital platforms ro-md.capdr.ro and ro-ua.capdr.ro, through economic forums and through the EduCAPDR training network, the center becomes a laboratory of public policy and economic cooperation, synchronized with the European 2030–2035 agenda: digitalization, green transition, sustainability and territorial cohesion.

Strategic architecture – from governance to economy

The CAPDR Action Plan 2025–2035 is built on six pillars that define the new regional architecture:

  1. Governance and institutional consolidation – the adoption of the CAPDR Operational Manual, the application of the RACI model and the development of a digital management and reporting system via CAPDR Cloud.
  2. Digitalization and interoperability – the integration of the Romania–Republic of Moldova–Ukraine cross-border platforms into a common ecosystem of data, projects and processes.
  3. Training and regional leadership – the development of the “EduCAPDR” School of Regional Cooperation in partnership with the universities of Suceava, Iași and Chișinău.
  4. Communication and public identity – the launch of the CAPDR Regional Communication Center and the consolidation of the Moldova Regional Economic Forum (FERM) as a space for economic and diplomatic dialogue.
  5. Economic development and financial sustainability – the expansion of the MoldovaHUB.ro and ViaMoldavia.ro platforms, generators of investment, tourism and culture.
  6. Trilateral and European cooperation – the integration of the Moldova Region into the European Union’s macro-regional networks (Danube, Black Sea, Carpathians).

A new economic and institutional model

CAPDR does not propose merely a strategy, but an economic model of institutional autonomy.

The financial objective for 2030 is clear: to reach an economic capacity of over EUR 1.5 million annually, through a balanced combination of European funds, professional services, public–private partnerships and internally generated revenues.

This vision is translated into reality through a triple mechanism:

  1. CAPDR co-financing fund – supporting participation in international projects;
  2. Institutional development fund – for digitalization, training and green infrastructure;
  3. Mobility and external representation fund – for strategic cooperation in Brussels, Chișinău and Odesa.

Thus, CAPDR becomes not only a beneficiary of European programs, but an East-European strategic operator, capable of generating its own economic value and influencing regional public policies.

From territory to network – Moldova as a connected space

In its development logic, CAPDR transcends physical borders and builds functional cooperation networks.
The Moldova Region becomes a node between four strategic levels:

  1. Internal: modern local governance and digital administrations.
  2. Cross-border: the Romania–Republic of Moldova–Ukraine partnership.
  3. Macro-regional: cooperation within the Black Sea, Danube and Carpathian frameworks.
  4. European: direct connection to the institutions in Brussels and to continental innovation networks.

Through this model, CAPDR does not build only projects, but a new geography of cooperation: a European, open, smart and sustainable Moldova.

Performance indicators – from idea to result

The Plan introduces an integrated system of performance indicators (KPIs) that link each action to a measurable result:

  • launch of the digital platform ro-md.capdr.ro (2026);
  • expansion towards Ukraine (2028);
  • full operation of CAPDR Cloud (2027);
  • Moldova Regional Economic Forum – annual editions 2026–2030;
  • launch of MoldovaHUB and Via Moldavia (2030).

All these milestones are monitored digitally and reported publicly to ensure transparency, efficiency and accountability.

A vision of the future

The CAPDR Plan 2025–2035 is not just a working document, but a moral contract with the future of the Moldova Region. It speaks of a region that assumes its maturity, that no longer waits for directions from the center, but proposes models, standards and solutions.

In a fragmented world, CAPDR proposes an architecture of cooperation – a model in which data, people and institutions connect to generate real development.

“Only a strategy with a name, a deadline and a signature becomes reality.”
