CAPDR Finalizes the Interregional Consultation for the Romania–Moldova Sustainable Interconnection Program 2028–2034. Together with the North-East Regional Development Agency, We Are Launching the Strategic Programming Process for the North-East Region

Dear institutional partners, representatives of the business community, public administration, universities, the healthcare, culture, education, tourism, energy, infrastructure sectors, and the private sector from Romania, the Republic of Moldova, and the eligible cooperation area with Ukraine,

We are currently at an important stage of strategic consolidation, following an intensive period of consultations, working meetings, and applied dialogue conducted since January 2026.

During this period, CAPDR and its partners focused on building a genuine foundation for cooperation and coordination among the stakeholders shaping the development of the Romania – Republic of Moldova area, within a European context that increasingly requires integrated projects, administrative capacity, and regional vision.

CAPDR aimed to build a functional mechanism for mutual understanding, institutional connectivity, and the identification of common development priorities for the next decade

Today, we can affirm that we have gained a much clearer understanding of the economic and administrative realities of the Moldova Region, the priorities of the Republic of Moldova, and the specific challenges of the eligible cooperation area with Ukraine. At the same time, we now better understand the potential for economic, logistical, energy, educational, cultural, and institutional connectivity between these spaces.

An important role in consolidating this process was played by the Moldova Regional Economic Forum – FERM 2023, FERM 2024, and FERM 2025, events that contributed to strengthening relations among public administrations, the business sector, universities, hospitals, cultural organizations, regional development structures, and international partners from Romania, the Republic of Moldova, and Ukraine.

Through these working and consultation platforms, CAPDR pursued the establishment of a functional mechanism for mutual understanding, institutional connectivity, and the identification of shared development priorities for the next decade.

The event held on 12 May 2026, “Consultation of the Business Environment in Defining RO–MD Development Strategies” within the Interreg NEXT Romania – Republic of Moldova 2021–2027 project, organized at the Iași Chamber of Commerce and Industry, represents the final meeting of this applied consultation stage carried out within the framework of the Interreg NEXT Romania – Republic of Moldova 2021–2027 project.

Within this process, essential topics for the 2028–2034 period were analyzed: regional infrastructure and connectivity, investments, economic development, industry, agriculture, energy, digitalization, logistics, education, healthcare, culture, tourism, economic competitiveness, and institutional cooperation between Romania and the Republic of Moldova.

Following this final meeting, we will enter the consolidation phase of the Romania – Moldova Sustainable Interconnection Program 2028–2034 (PISRM), a strategic document that we intend to present in Brussels as the expression of a shared vision built through consultation, expertise, and direct cooperation among institutions, regions, and the business communities of Romania and the Republic of Moldova.

At the same time, some of the proposals specifically targeting the Moldova Region and the priorities of the North-East Region will also be submitted through the consultation process launched by the North-East Regional Development Agency for the preparation of the National-Regional Partnership Plan (PPNR) 2028–2034.

We hope that the resolutions and conclusions formulated within the consultation processes developed by CAPDR will be acknowledged and integrated by Mr. Vasile Asandei, Director General of the North-East Regional Development Agency, into the architecture of the future regional and national program intended for the 2028–2034 period.

At the same time, CAPDR will continue developing its own cooperation consortia and will strengthen its direct relationship with European institutions, the European Commission, as well as the Parliament of Romania and the Parliament of the Republic of Moldova, depending on the strategic fields addressed and the need to accelerate certain projects and regional cooperation mechanisms.

PISRM does not aim solely at developing individual projects. Its objective is to build a long-term cooperation infrastructure between Romania and the Republic of Moldova, within a European context in which connectivity, regional competitiveness, and institutional coordination capacity are becoming decisive elements for development.

I believe that Romania and the Republic of Moldova need a new stage of strategic construction, based on professionalism, predictability, continuity, and the ability to transform geographical proximity into a genuine economic and European advantage.
