Ion ȘTEFANOVICI, CAPDR: “The Republic of Moldova has earned its right to continuity, stability, and regional cooperation based on European principles. We have confidence in the future Government in Chișinău”

Mesaje publice
The decision of Dorin Recean to conclude his mandate as Prime Minister of the Republic of Moldova naturally marks the end of a governmental stage and the opening of a new chapter in the country’s political and institutional evolution.
The outcome of the recent elections is clear and settled, and the citizens’ will has been expressed unambiguously. It is a moment for responsible continuity, based on experience, stability, and mutual trust among institutions, partners, and society.
Continuity and Trust in Institutions
In recent years, the Republic of Moldova has demonstrated a solid capacity to maintain internal balance and pursue its European objectives.
On behalf of the Center for Analysis and Regional Development Planning (CAPDR), I express confidence that the future Government in Chișinău will continue to ensure the same criteria of stability, predictability, and efficiency, essential for consolidating the progress achieved so far.
For us, these principles form the basis of regional cooperation between Romania and the Republic of Moldova — a cooperation that has proven mature, coherent, and yielding tangible results in economic, educational, and institutional areas.
A Common Agenda for Regional Development
Regarding joint projects, CAPDR will continue to promote actions that serve the mutual interests of the two states and local communities:
- Transport Infrastructure – The A8 Motorway and the TEN-T East–West corridors connect the Republic of Moldova and Ukraine to the European Union’s strategic network, facilitating mobility, investment, and trade.
- Energy and Green Transition – Cooperation for energy security and efficient resource use.
- Digitalization and Innovation – Expanding joint collaboration platforms, such as MoldovaHUB, to support public administration and the business environment.
- Education, Culture, and Tourism – Building bridges between communities, universities, and organizations that promote shared identity and values.
This agenda is reinforced through the institutional partnership between CAPDR and ADR Chișinău, developed within the cross-border project funded by the Interreg Romania – Republic of Moldova program, as well as through direct collaboration with mayors, local public administrations, and professional networks involved in the sustainable development of the region.
Through these directions, Romania and the Republic of Moldova can strengthen their role as a regional hub of stability and development, positively impacting economic relations with Ukraine in the post-conflict period.
Society’s Expectations: Performance and Balance
The citizens of the Republic of Moldova have sent a clear message: expectations are high, and trust must be honored through visible results.
An effective government is one that provides stability, respects the law, offers quality public services, and presents a coherent vision for the country’s European future.
From our side, we continue to be an active partner, focused on concrete projects, investments, and sustainable institutional cooperation.
FERM 2026 – A Regional Platform for Dialogue and Development
In the spirit of continuity, the Moldova Regional Economic Forum (FERM 2026) will represent a new stage of trilateral cooperation Romania – Republic of Moldova – Ukraine, designed on principles of stability, security, and regional openness.
The event is planned to take place either in Chișinău or in Odessa, depending on the fulfillment of security criteria and the geopolitical context in the region.
This approach reflects the responsible manner in which we approach cooperation in Eastern Europe: with realism, but also with hope for a shared future of peace and development.
FERM 2026 will aim to strengthen networks in investment, education, tourism, and innovation, under the guiding idea from the beginning:
a region united by projects, connected through infrastructure, and strengthened by trust.
Overall Perspective
History teaches us that great constructions are not built in moments of enthusiasm, but in periods of balance and perseverance.
What matters now is not the change of individuals, but the continuity of vision.
Romania and the Republic of Moldova must remain aligned around the same principles: respect, stability, and cooperation.
I firmly believe that in the coming years, this region – from Iași to Chișinău and from Suceava to Odessa – will become a model space for reconstruction and European development.
For this, wisdom, trust, and a generation of leaders who look beyond the horizon of their own mandate are required.
CAPDR Principle: “Continuity does not mean repeating the past, but the ability to carry forward what is good, adapting it to the challenges of the present.”
