Roman BOCA, founder of Dorna Medical, at FERM 2025: “Let us not be excluded from what constitutes a high-performing market economy!”

Vatra Dornei, 9–13 July 2025 – At the close of Panel 11 – Regional and International Cooperation – Partnerships for Development, held within the Moldova Regional Economic Forum (FERM), the founder of Dorna Medical, Roman Boca, delivered a message of balance, but also a warning about the economic challenges looming on the horizon.

Known for his deep involvement in the development of private medical services in the Moldova region, Roman Boca is a respected voice in the health sector and an active player in regional dynamics.

Gratitude and humour at the forum’s close

Designated by Ion Ștefanovici, president of CAPDR, as a “pillar in the health sector” and “a highly committed man in the region,” Roman Boca opened his remarks with a self-deprecating and lively moment, recalling another occasion when he was publicly praised.

“I think I only received such praise once before — when they admitted me into the ranks of the PCR organization of Romania. The party secretary praised me; I was probably seen as someone with promise…”

However, his tone quickly shifted to a serious analysis of the current state and the outlook for the medical sector and the economy in general.

About the health panel: expertise and concerns

Roman Boca praised the quality of the contributions within the Health-dedicated Panel, which included renowned professionals such as Prof. Univ. Dr. Diana Cimpoeșu, Dr. Ramona Guraliuc, and other distinguished representatives from the university medical centres in Iași.

“It was a pleasure to have them among us and to receive so much knowledge and experience from their backgrounds,” Boca stated, emphasising the importance of top specialists participating in public dialogue and in shaping health policy.

At the same time, he sounded the alarm regarding imminent economic developments.

“The concern is very great, because we will go through periods of economic complicity or complication. […] The second and third [packages of measures] will come, and very soon we will see some negative effects on the conduct of economic processes.”

A call for unity and continuity

In a message addressed to the Forum organisers, as well as to the business community and public administrations, Roman Boca urged the continuation of such events and the strengthening of regional cooperation.

“I would like that at similar events you organise in the future we be more numerous, more united, so that we can share viewpoints […] and not be excluded from what constitutes a high-performing market economy.”

He emphasised the role of dialogue forums in conveying coherent messages to decision-makers, with an impact on public policy as well as regional development strategies.

In his view, only a collaborative approach — based on unity and genuine exchange of ideas — can produce measures that support entrepreneurs, investors and providers of public and private services.

Dorna Medical – a model of regional expansion

Although his intervention was brief, Roman Boca’s presence reaffirmed the important role Dorna Medical plays in the health-care architecture of the Moldova region. Operating across seven counties, the company has become an example of sustainable development, steady investment and adaptability in a changing economic environment.
